The Federal Government has introduced compulsory drug integrity tests for all newly admitted secondary school students as part of new measures to combat substance abuse in schools across the country.

Under the policy, students who repeatedly test positive after treatment and rehabilitation may face temporary suspension from the school environment.

The new guidelines establish a comprehensive framework aimed at reducing the growing prevalence of substance abuse among students and creating safer learning environments.

All new students are required to undergo drug testing at the point of entry in collaboration with approved federal or state health facilities. Schools are also expected to conduct periodic and impromptu drug tests for both new and returning students at least once every academic session.

The policy prohibits students from using or possessing narcotic drugs or controlled substances without authorisation from school authorities. Students requiring controlled medication for medical conditions must declare such medications through their parents or guardians during admission.

A three-stage intervention process has been established for students who test positive. First-time offenders will undergo counselling and initial treatment. Those who test positive a second time will be referred to professionals for further treatment and specialised attention. Students who test positive a third time may be temporarily suspended to undergo rehabilitation by a professional.

The guidelines also require pre-test and post-test counselling for students undergoing screening. Pre-test counselling aims to prepare the individual and reduce anxiety, while post-test counselling supports students to accept results and access appropriate help.

Every school is expected to establish a disciplinary committee headed by the school administrator to enforce compliance. Violent incidents linked to substance abuse, including fighting or causing injuries, are to be reported to law enforcement agents.

Students who refuse to comply with prescribed treatment or rehabilitation procedures will be temporarily separated from the school environment until they are found to be stable.
