The Federal Executive Council (FEC) has approved a sweeping reform of the National Youth Service Corps (NYSC), marking the first comprehensive overhaul of the scheme since it was established 53 years ago.

The Minister of Youth Development, Ayodele Olawande, announced the development on Monday, describing the reforms as a significant step towards repositioning the NYSC to better equip young Nigerians with relevant skills while preserving its role in promoting national unity.

According to Olawande, the reforms are designed to transform the scheme into a skills-driven, productivity-focused and youth-centred institution in line with President Bola Tinubu’s vision of building a $1 trillion economy.

“For over five decades, the NYSC has remained a powerful symbol of national unity and service. Today, we have taken a bold step to preserve that legacy while preparing it for the future,” the minister said.

Among the approved changes is the introduction of a technology-driven call-up system aimed at improving efficiency and transparency in the mobilisation process.

The Federal Government also approved a risk-sensitive deployment framework to enhance the safety and security of corps members during their service year.

As part of the reforms, the NYSC orientation course will be redesigned into a six-week programme with increased focus on leadership development, entrepreneurship, digital literacy and specialised career pathways.

Corps members will also be assigned to primary places of assignment based on their academic qualifications, professional skills and career interests to improve productivity and practical experience.

The reform package further includes the introduction of a national grading and certification system for orientation camps to improve infrastructure and service standards across the country.

In addition, the traditional Passing Out Parade will be replaced with a formal graduation ceremony, while the NYSC uniform will be redesigned to reflect professionalism and strengthen national identity.

Olawande disclosed that the reform process began in 2025 following an extensive multi-stakeholder review involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.

He added that the Federal Executive Council has directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to commence the process of amending the NYSC Act and other relevant regulations to give legal backing to the reforms.

Describing the initiative as a major investment in Nigeria’s future, the minister said the reforms would make the NYSC more relevant to the country’s socio-economic needs.

“This is more than a reform of an institution. It is an investment in Nigeria’s greatest asset—our young people. The future of the NYSC begins now, and it is brighter, more relevant and more impactful than ever,” he said.
