The Socio-Economic Rights and Accountability Project, SERAP, has asked President Bola Tinubu to immediately investigate the suspected misuse of over ₦78.8 billion set aside for the Federal Government’s cash transfer programs.
In a letter dated September 5, 2026, and signed by its Deputy Director, Kolawole Oluwadare, SERAP urged the President to direct the Ministry of Humanitarian Affairs and Poverty Reduction, the National Cash Transfer Office, NCTO, and the National Social Safety Nets Coordinating Office, NASSCO, to account for the funds.
The organization said the request followed allegations raised in the 2024 Annual Report of the Auditor-General of the Federation released on August 7, 2026. The report covers January 2023 to December 2024.
SERAP specifically asked the Federal Government to publish records on ₦33.751 billion paid by NCTO to 3,295,207 households across 35 states in 2023, noting the agency failed to provide proof of payment and REMITA records.
It also demanded explanations for ₦36.744 billion disbursed without prepayment audit, ₦4.616 billion spent without documents, and ₦76.24 billion in suspicious expenses at NCTO, plus ₦2.55 billion at NASSCO.
SERAP gave the government seven days to respond or face legal action, including at the ECOWAS Court.
