The Tertiary Education Trust Fund (TETFund) has warned public tertiary institutions that any school with uncompleted or abandoned projects will be barred from accessing new intervention allocations for the 2027 cycle.
The decision was announced by the Chairman of the Board of Trustees, Aminu Masari, who stated that the agency has taken a firm stand to address persistent project delays across beneficiary universities, polytechnics, and colleges of education.
While market inflation and material cost spikes previously delayed construction work, TETFund introduced a dedicated intervention line in 2023 that successfully enabled many institutions to complete stalled infrastructure. However, recent reviews show that fresh delays persist, largely driven by administrative bottlenecks, payment processing friction, and incoming leadership prioritizing new projects over ongoing ones.
Under the new policy directives, beneficiary institutions must compile and submit a prioritized inventory of all projects overdue by more than six months, complete with delay analyses and realistic completion estimates. Institutions must also redirect their Annual, Zonal, and High-Impact Intervention funds toward finishing existing uncompleted projects before proposing new ones.
Joint monitoring teams of TETFund board members and technical experts will conduct physical site inspections in August and September 2026. The findings from these inspections will be evaluated during TETFund’s statutory board meeting in October 2026, where final eligibility for the 2027 allocation cycle will be determined. The move aims to eliminate wasted public resources and ensure that education tax revenues yield fully operational facilities.
