The Federal Government has inaugurated a high-level committee to develop a National Threat Assessment and a rolling Five-Year Strategic Defence Operations Plan aimed at strengthening Nigeria’s security framework.*
The committee, inaugurated on Wednesday on behalf of President Bola Tinubu, has 90 days to submit both documents for presidential consideration and approval.
Speaking at the event, government officials said the initiative is designed to improve Nigeria’s capacity to identify, anticipate and respond to evolving security threats. They noted that modern threats are increasingly complex and require coordinated planning, efficient resource allocation and long-term strategic thinking.
The framework is expected to link identified threats to operational objectives, required capabilities and resources needed to achieve measurable security outcomes. It will also guide procurement, force development and other national security priorities.
According to officials, the National Threat Assessment will provide a detailed evaluation of current and emerging risks, while the Five-Year Strategic Defence Operations Plan will translate those findings into practical operational strategies. The plan will be reviewed annually to reflect changing security realities, technological advancements and lessons from ongoing operations.
The committee is also mandated to identify capability gaps, determine equipment and personnel requirements, set procurement priorities and establish mechanisms for monitoring implementation.
Officials said the initiative will give military and security agencies a unified strategic direction and ensure personnel are equipped with the resources needed to perform effectively.
The panel comprises top security and defence officials drawn from the military, intelligence agencies and law enforcement bodies. Subcommittees will be set up to handle specialised areas and ensure the assignment is completed within the timeframe.
